ON 31ST JULY AT PANDHARKAWADA IN YAVATMAL DISTRICT OF VIDARBHA PROTEST RALLY OF WIDOWS AND RELATIVE OF FARMERS WHO COMMITTED SUICIDES HAS PASSED RESOLUTION THAT THE ANNOUNCEMENT OF INDIAN PRIME MINISTER THAT HE HAS GIVEN RS.50 LACS TO EACH COLLECTOR OF SIX DISTRICTS OF WEST VIDARBHA TO PROVIDE IMMEDIATE RELIEF AID HAS NOT REACHED TO THE SINGLE FAMILY OF FARMERS AND URGED PRIME MINISTER TO SAVE THEIR LIFE. THE REQUEST LETTER WRITTEN BY THE WIDOWS OF FARMERS TO THE INDIAN PRIME MINISTER HAS THROWN LIGHT ON THEIR PLIGHT AND ASKED HIM TO STOP THEIR STARVATION, INFORMED KISHOR TIWARI OF VIDARBHA JAN ANDOLAN SAMITI WHO ORGNISED THIS PROTEST RALLY TODAY.

IT IS ALSO DECIDED IN THE RALLY THAT ALL WIDOWS WILL MARCH IN ID PARADE ON 15TH MARCH INDEPENDENCE DAY TO BRING ATTENTION OF INDIAN GOVT. MORE THAN 2 MILLION COTTON GROWERS OF WEST VIDARBHA IN MAHARASHTRA (INDIA) ARE FACING AGRARIAN CRISIS AND ARE COMMITTING SUICIDE SINCE 1999 BUT SINCE JUNE 2005 NUMBERS OF SUICIDES HAS INCREASED A LOT AND DAILY 1 TO 2 SUICIDES ARE BEING REPORTED MORE OVER LAST TWO MONTHS DAILY AVERAGE OF FARMERS SUICIDE IS MORE THAN 3.THE MAIN REASON OF FARMERS SUICIDE IS THAT THEIR MAIN CASH CROP HAS BEEN KILLER CROP DUE WRONG POLICIES OF GOVT.,THE INTRODUCTION FREE TRADE IN WTO REGIME COUPLED WITH MASS TRIAL PERMISSION OF G.M SEED OF AMERICAN COMPANY MONSANTO IS THE MAIN CAUSE OF SUICIDE BUT ALL RELIEF PACKAGE OF GOVT. IS KEEPING SALIENT OF THESE ISSUES RESULTING MORE SUICIDE,KISHOR TIWARI INFORMED TODAY.

WE ARE VERY SMALL FARMERS GROUP IN COTTON BELT OF WEST VIDARBHA WHERE AS ON TODAY 680 FARMERS HAVE COMMITTED SUICIDES SINCE JUNE2005, IF WE SEE OUR SUICIDE REGISTER IN LAST 7 YEARS OF PDF GOVT. IN MAHARASHTRA THE COUNT OF FARMER SUICIDE IS CROSSING THE 2500 MARK THOUGH GOVT. OF MAHARASHTRA PRESENTLY ON RECORD ADMITTED THAT 1800 FARMERS HAVE COMMITTED SUICIDES DUE TO DISTRESS PREVAILING IN THE RURAL SECTOR OF VIDARBHA. THE ISSUE OF COTTON GROWERS HAS HIT HARD WHEN DR.M.S.SWAMINATHAN, CHAIRMAN OF NATIONAL COMMISSION FOR FARMERS (NCF) TOURED VIDARBHA IN LAST WEEK OF OCTOBER-2005 TO STUDY THE FACT BEHIND THE FARMER'S DISTRESS RESULTING IN SUICIDES. DR.M.S.SWAMINATHAN HAS SUGGESTED SOME RECOMMENDATIONS MAINLY

1. RESTORATION OF ADVANCE BONUS & PROCUREMENT OF COTTON UNDER COTTON MONOPOLY SCHEME WITH OUT IN FURTHER DELAY I.E. IN NOVEMBER, 2005.

2. FRESH CREDIT TO ALL COTTON GROWERS WHO ARE IN DEBT TRAP OF PRIVATE MONEY LENDERS.

3. HIKE IN IMPORT DUTY OF RAW COTTON MAINLY SOLD BY AMERICAN FARMERS WITH VERY HIGH EXPORT SUBSIDY.

HAVING IGNORED ALL THESE RECOMMENDATIONS, MAHARASHTRA GOVT. ANNOUNCED RS.1070 CRORE SPECIAL PACKAGES BUT THAT TRIGGERED FURTHER 500 COTTON GROWERS SUICIDE AS RELIEF WAS NOT TARGETED TO THE FARMERS WHO ARE IN DISTRESS. WHEN SUICIDES NUMBERS CROSSED 600 AND HIGH COURT AND MEDIA BECOME CRITICAL ON INVENTIVENESS' OF GOVT. IN MAHARASHTRA AND AT THE CENTRE, INDIAN PRIME MINISTER DR.MAMOHANSINGHJI TOURED VIDARBHA ON 30TH JUNE & 1ST JULY OF THIS MONTH AND ONCE AGAIN HE COME OUT WITH PACKAGE OF RS.3750 CRORE IN THIS PACKAGE ALSO CENTRAL GOVT. FAILED DUE TO TAKE OUT FROM DEBT TRAP AS WHOLE PACKAGE WAS VERY SALIENT OF PENDING LOAN OF THE FARMERS MORE OVER PRIME MINISTER HAS NOT SPOKEN SINGLE WORD ON THE COTTON ADVANCE BONUS AND HIKE IMPORT DUTY OF AMERICAN SUBSIDIES COTTON THAT HAS TRIGGERED THE SUICIDES AND YESTERDAY MAHARAHSTRA CHIEF MINISTER HAS TOLD PRIVATE NEWS CHANNEL THAT HIS GOVT. IS FAILED TO STOP ON GOING FARMERS SUICIDES .ACCORDING TO REPORT YOUR CHIEF MINISTER TOLD AND I QUOTE-

GOVT. UNABLE TO HELP FARMERS: DESHMUKH

THREE WEEKS AGO, PRIME MINISTER MANMOHAN SINGH WAS IN MAHARASHTRA WHERE HE ANNOUNCED A RS 4000 CRORE PACKAGE FOR DEBT RIDDEN FARMERS IN VIDHARBHA. BUT CHIEF MINISTER VILASRAO DESHMUKH TODAY ADMITTED THAT THE SUICIDE CRISIS IS FAR FROM OVER WITH 60 FARMERS HAVING TAKEN THEIR LIVES SINCE THE PRIME MINISTER'S VISIT TO THE AFFECTED REGION.

"WE ARE DOING OUR BEST, BOTH THE CENTRE AND THE STATE IS DOING WHAT IT CAN. IT'S TRUE THE SUICIDES ARE NOT REDUCING. WHATEVER HELP WE ARE GIVING, WE HAVE NOT BEEN ABLE TO SOLVE THE PROBLEM OR FULLY CONTROL IT. WE ARE LOOKING FOR SUGGESTIONS," SAID DESHMUKH.

ADVANCE BONUS

THE STATEMENT COMES AS A STUNNING ADMISSION BY MAHARASHTRA'S CHIEF MINISTER THAT HIS GOVERNMENT HAS BEEN UNABLE TO CONTROL THE RISING TIDE OF FARMER SUICIDES IN THE STATE'S COTTON BELT.

EVERYONE IS SURPRISED BY DESHMUKH'S CLAIM THAT HE NEEDS SUGGESTIONS ON HOW TO STOP THE DEATHS. THOSE SUGGESTIONS HAVE BEEN MADE AGAIN AND AGAIN BY FARMERS, EXPERTS AND JOURNALISTS.

WHAT THE PRIME MINISTER COULD HAVE DONE WAS RESTORE THE ADVANCE BONUS ON COTTON, RS 500 A QUINTAL. SUICIDES PEAKED AFTER THE STATE WITHDREW THIS BONUS IN 2005.

ALTHOUGH THE PACKAGE OFFERED INTEREST WAIVERS ON LOANS, MASSIVE DEBTS STILL REMAIN AND FARMERS WERE COUNTING ON AT LEAST A PARTIAL DEBT WAIVER.

PRINCIPAL AMOUNT

THE PACKAGE DOES NOT SPEAK OF RAISING IMPORT DUTIES ON COTTON TO PROTECT THE LOCAL MARKET EVEN THOUGH THE GLUT OF COTTON IMPORTS HAS LED TO A CRASH IN COTTON PRICES.

"THERE ARE PROBLEMS. PARTY WORKERS AND OTHERS SAY THAT IT IS NOT ENOUGH TO WAIVE INTEREST RATES. FOR ACTUAL BENEFIT THE PRINCIPAL AMOUNT SHOULD BE WRITTEN OFF," SAID VILAS MUTTEMWAR, MOS, NON-CONVENTIONAL ENERGY.

CRITICS TRACKING THIS ISSUE SAY THEY ARE NOT SURPRISED BECAUSE THE PM'S PACKAGE AND EVEN THE STATE'S OWN VIDARBHA PACKAGE EARLIER DID NOT ADDRESS THE FARMERS' CORE CONCERNS.

THEY ALSO ADD THAT THE PACKAGES DO NOT MATTER WHEN THE POLICY AFFECTING FARMERS REMAINS UNCHANGED.

"DEBT, IN TURN, HAS DRIVEN MANY OF THEM TO DESPERATION (THE PM REFRAINED FROM USING THE WORD SUICIDE)," HE SAID, WHILE ADDRESSING THE FIRST MEETING OF THE ADVISORY COUNCIL ON ARTIFICIAL RECHARGE OF GROUNDWATER.

THE PM'S STATEMENT WHICH REFLECTS FAILURE OF CENTRE-STATE COORDINATION TO RATIONALISE WATER DISTRIBUTION HAS RESULTED IN POOR STATE OF WATER AVAILABILITY FOR AGRICULTURE ACROSS THE COUNTRY. THIS REMAINS THE MOST CRITICAL AND PERHAPS THE MOST LIMITING FACTOR IN RURAL GROWTH.

THE PM ALSO REMARKED THAT "INVESTMENT IN SURFACE IRRIGATION SYSTEMS HAS CREATED ISLANDS OF PROSPERITY BUT HAS DONE LITTLE TO IMPROVE LOCAL FOOD SECURITY IN MANY PARTS OF THE COUNTRY".

MUMBAI: The suicide rate of poverty-hit farmers in India’s main cotton belt has hit a decade high prompted by disappointment at a vaunted aid package by Premier Manmohan Singh, activists said yesterday.

Sixty farmers - including two fathers and their sons - have killed themselves so far this month crippled with debt and hit by falling prices for their cotton, according to a group working with farmers.

On July 1, Singh announced a Rs37.5bn relief package after a two-day tour of the Vidarbha region of western Maharashtra state. Maharashtra is also home to India’s richest city Mumbai.

More than 600 farmers killed themselves in Vidarbha in the 12 months ended June this year, hitting a peak of more than 70 in March, according to Kishor Tiwari, of the Vidarbha People’s Protest Forum.

But the rate has risen since his visit due to disillusionment at the package, which failed to solve immediate problems of debt-ridden farmers, he said.

The rate is the highest in the last 10 years the group has kept a detailed record of suicides, said Tiwari.

"People are very disappointed because they had high hopes. He didn’t address the core issues," he said.

As part of the package, Singh announced the waiver of farmer interest payments to state-owned banks but failed to do enough to address the issue of private money-lenders used by 90% of farmers, according to activists.

Some of the money-lenders, who include local politicians and businessmen, charge up to 120% annual interest from the farmers.

Federal government officials earlier this year said more than 8,900 farmers have committed suicide since 2001 in four states hardest hit by the ongoing agricultural crisis, including 980 in Maharashtra.

The number has been dismissed as too low by activists and, according to a state government-backed report, more than 4,100 farmers ended their lives in Maharashtra in 2004.

Its author, Srijit Mishra, said Singh’s two-day visit showed the government was serious about addressing the problem but more had to be done. His report said about one-third of loans came from non-official sources.

"Something has to be done with the moneylenders. The ground level situation seems to be getting worse." Activists had blamed the high cost of genetically modified seeds for adding to the Indian farmers’ indebtedness but costs have fallen in 2006.

The Supreme Court last month backed investigators who said US biotech giant Monsanto’s Indian operation was charging too much for its cotton seeds and said it had to drop its prices.

Agriculture provides the livelihoods of around 60% of the country’s 1.1bn population and accounts for a quarter of India’s GDP. – AFP

2. CENTRAL GOVT. SHOULD GIVE AT LEAST RS.3000/- CAPITAL MOBILIZATION FUND TO MAHARASHTRA GOVT. AND DIRECT THEM TO PROCURE RAW COTTON @ RS.3000/- PER QUINTAL UNDER MONOPOLY PROCUREMENT SCHEME.

3. HIKE IN IMPORT DUTY OF COTTON UP TO 60% WITH LISTING OF COTTON UNDER NON-OGL ITEM.

4. SPECIAL SUBSIDY TO ALL FOOD GRAIN CROP FARMING @ RS.5000/-PER ACRES.

5. VIDARBHA RURAL HEALTH, EDUCATION AND EMPLOYMENT SUPPORT SYSTEM IS COMPLETELY COLLAPSED HENCE CENTRAL HELP OF RS.3000/- FOR RESTORATION OF HEALTH, EDUCATION AND EMPLOYMENT SERVICE IN RURAL VIDARBHA.


6. IN VIDARBHA ONLY 7% FARMERS ARE COVERED UNDER IRRIGATION AND THERE IS RS.5000/- BACKLOG THAT SHOULD BE RELEASED IN THIS SPECIAL PACKAGE.

AWAY FROM NAGPUR FATHER AND HIS YOUNG SON COMMITTED IN BROAD DAY LIGHT, IT WAS NOT CONVINCING REPORTS PUBLISHED IN REGIONAL MEDIA SO OUR FAT FINDING TEAM STARTED IN THE MORNING TO VISIT VILLAGE MENDHOLI FROM PANDHARKAWADA VJAS HEAD QUARTER AND REACHED JAM AND ASKED THE AUTOSTANDWALA TO SHOW US ROUTE TO GO TO MENDHOLI THEN HE TOLD US THAT MENDHOLI IS 16 K.M. AWAY FROM JAM NEAR NANDORI BUT THERE IS NO ROAD TO REACH THIS VILLAGE. THEN MY DRIVER TOLD ME THAT IT’S NOT POSSIBLE TO TAKE OUR INDIGO CAB IN SIDE FARMS WHEN THERE IS NO ROAD LASTLY I DECIDED TO MOVE TO MENDHOLI .

AFTER NANDORI YES THERE WAS BOARD OF MENDHOLI BUT THERE WAS NO ROAD LASTLY WE KEPT CAR ON THE ROAD ITSELF THEN WALKED FOR 2 K.M., LASTLY WE MET ONE MR.ETANKAR WHO TOOK US TO THAT ROADLESS MENDHOLI VILLAGE(see phot-1)

HE TOLD US THAT IN RAINY DAYS FOR 4 MONTHS WE HAVE NO CONTACT WITH OUT SIDE WORLD. SCHOOL IS ALMOST CLOSED AS TEACHER COMING FROM HINGANGHAT ARE NOT COMING DUE WATER LOG IN THE FIELD .HEALTH SERVICES AND ALL OTHER SCHEME ARE NOT FUNCTIONAL DURING THIS PERIOD.

WE REACHED MENDHOLI THERE WERE ALL MOST 20 PEOPLE WAITING TO RECEIVE US INCLUDING VILLAGE SARPANCH MRS.VISHAKA JEEVAN MANJEWAR .THEY THOUGHT I AM POLITICAL LEADER TO VISIT MENDHOLI BUT WHEN I ASKED DID ANY BODY VISITED THIS PLACE BEFORE THEY TOLD NOT SINGLE OFFICER AND POLITICIANS HAVE VISITED THIS PLACE. I JUST ASKED TO ONE NIRWAN THUL WHO TOLD US THAT HE IS BROTHER OF SANDEEP THUL WHO COMMITTED SUICIDE THAT WHY THERE ARE CONTRADICTING REPORTS PUBLISHED DIN THE NEWS PAPERS THEN EVERY BODY STARTED TELLING US THAT NON OF THE REPORTER VISITED MENDHOLI AS ON TODAY WHAT THEY REPORTED THAT IS FROM HINGANGHAT HOSPITAL ONLY WHERE BODIES OF BOTH SHANKAR AND SANDEEP THUL WERE TAKEN FOR POSTMORTEM.

LASTLY WE WERE TAKEN TO VERY SMALL MUD HOUSE OF MAHARPURA OF THE VILLAGE AS THUL ARE FROM MAHAR COMMUNITY.

I ASKED TO NANA MAHADEV THUL REGARDING THE FACT TO 13TH JULY AND WHAT WAS WRONG WITH SHANKAR FAMILY ,THEN NANA WENT IN SIDE HOUSE AND BROUGHT SHANKAR’S WIFE WHO IS ILL SINCE LAST 6 MONTH AND SHANKAR ONE DAUGHTER MS.ARCHANA(19) WHO IS NOW IN MENTAL DISTRESS AND ADMITTED IN HINGANGHAT HOSPITAL .I ASKED SHANKAR’S WIFE SHKUNTALA(45) THAT WHAT HAPPENED THAT DAY THEN SHE BROKE AWAY TOLD ME THAT THERE WAS FINANCIAL CRISIS IN THE HOUSE DUE MY COSTLY PRIVATE DOCTOR TREATMENT AND PRESSURE FURTHER EDUCATION OF MS.ARCHANA WHO HAS PASSED 12TH STD. SHANKAR WAS GOING DAILY TO MAHARASHTRA BANK NANDORI SINCE 1ST JYLY BUT BANK MANAGER HAS RETURNED HIM 5 TIMES LASTLY HE WENT TO COLLECT HIS CROP LOAN AND ALSO ARRANGED FOR RS.2000 BRIBE TO BE PAID TO MANAGER FRO SANCTIONING THIS CROP LOAN MR.NIRWAN SON NANA THUL TOLD US BUT SHANKAR DID NOT RETURNED BY 3.30P.M. AND SANDEEEP CONSUMED POISON, EVERYBODY TRIED TO TAKE HIM TO HOSPITAL IN CART BUT IT WAS RAINING HEAVILY SO IT TOOK 2 HOURS TO TAKE HIM ON THE AND BY THAT TIME HE WAS DEAD .AFTER SUICIDE OF SANDEEP, SHANKAR CAME BACK TO MENDHOLI ONLY TO SEE DEAD BODY OF HIS SON THAT SHOCK TRIGGERED HIS SUICIDE AND HE WENT IN SIDE HOUSE CONSUMED WHOLE BOTTLE PESTICIDE AND DIED ON THE SOPT.WHOLE VILLAGERS DID COLLECTION TO TOOK BODIES FOR POSTMORTEM TO HINGHAGHAT AND THEN THE FUNERAL. WE WERE TOLD THAT BOTH SHANKAR AND SANDEEP NEVER SHOULD TO DRINK, THEY WERE VERY HARD WORKING FARMERS AND WERE VERY HAPPY TILL 4-5 YEARS BACK BUT INCREASED EXPENSES AND LESSER PROFIT IN FARMING RUINED THEIR HAPPINESS.

SANDEEP EVEN THOUGH HE IS S.C. HE COULD NOT GET THE JOB AS FAMILY WAS NOT HAVING THE MONEY TO GET HIM SELECTED,NIRWAM THUL TOLD US.

THIS YEAR FAMILY WAS NOT HAVING ME TO EAT MORE OVER ILLNESS SHAKUNTALA HAS ADDED FUEL IN THE DISTRESS. NON-COOPERATION OF BANKERS IS MAJOR FACTOR OF FINANCIAL CRISIS THAT LEAD THESE TWO SUICIDES.

WE WERE TOLD BY VILLAGERS THAT IN SUMMER NO WORK WAS AVAILABLE FROM DISTRICT ADMINISTRATION, PDS SYSTEM IS NOT FUNCTIONAL AND KEROSENE IS SOLD @ RS.20 PER LITER.

WHEN WE ASKED VILLAGER WHAT IS REMEDY TO THIS SUICIDES, THEY SPOKE ONLY PROFIT MAKING FARMING CAN SAVE US FROM THESE CRISIS.

I OFFERED FREE HEALTH SERVICE AND FULL TREATMENT COST OF SHANKUNTALA THUL AND OFFER THE SMALL AID TOO. TILL DATE POLICE AND ADMINISTRATION HAS NOT REACHED THE PLACE AND THERE ARE CHANCES OF FURTHER SUICIDES OF SHANKAR’S WIFE SHAKUNTLA AND DAUGHTER MS.ARCHANA ,PLEASE ANY BODY MAY CONVEY OUR REQUEST SARPANCH VISHAKA ASKED ME, THEN I TOLD HIM THAT WE HAVE ONE P.SAINATH IN HINDU NOT IN THIS TYPE OF HINDUSTAN ,I WILL TELL HIM YOUR PAIN AS HE HAS HABIT SHARING SUCH PAINS IN SLEEP LESS NIGHTS WRITING THROUGH OUT NIGHT ON INDIAN RURAL CRISIS AND HE MAY WRITE ON MENDHOLI TOO BUT IT WILL TAKE SOME TIME .YOU HAVE CARE THESE TWO HOSTILE ILL LADIES OF THE FAMILY, ALL VILLAGER TOLD WE TAKE CARE TILL YOU COME BACK.
